Maximum URL length is 2,083 characters in Internet Explorer

I guess you have never met this if you are not a savvy portal developer in need to fight the JSR 168 standard.
but having too many things to pass to the portlet led to the unknown problem of a too long Request URL.
so here is the page where Microsoft is saying it out loud.
